4. Twinning Process

The specific project’s objective is the improvement of the municipal staff capacity to dialogue with their referring territory in order to improve more sustainable development patterns through the use of bottom-up methodologies. The project foresees the achievement of this objective by the transferring of good governance patterns and best practices from the Italian provinces involved so as to activate a process for the sharing of knowledge and the dissemination of experiences. In this context the Project GEMM also aims at involving local municipalities in twinning activities particularly between the Mediterranean Partners themselves by  establishing  lasting partnerships among South-South and North-South Authorities in the Mediterranean area.

The Lead Partners, together with three twinning experts coming from Morocco, Turkey and Jordan have created a network of middle size cities from the Mediterranean area   involved in a platform for the sharing of experiences, similar problems, participation at EU funding and so on. The network has been then articulated in three twinning commissions aimed at facilitating cooperation in specific fields of intervention, namely cultural heritage recovery, transport and sustainable mobility and labour market policies. Furthermore, the twinned authorities also benefit from a training activity held in Amman – Jordan – and Agadir – Morocco as defined by the Project.
