Meeting ECOTER Committee of Arlem, 2nd July 2010, Bruxelles

The President of the Province of Palermo, Giovanni Avanti, the last 2nd July 2010 attended in Bruxelles, at the Committee of the Regions in Brussels to the first meeting of the Social Economic and Territorial Affairs Committee – ECOTER of ARLEM- the Euro-Mediterranean Regional and Local Assembly composed by 84 members equally representing the EU and Mediterranean partners (42 members for EU and 42 for Mediterranean partners) and set up as a consequence of the request of institutionalising the role of Regional and Local Authorities within the Euro-Mediterranean partnership.

So ARLEM invests to this partnership a territorial dimension and aims at going into partnership more closely regional and local Authorities to projects of UE for the Mediterranean area.

ECOTER Committee has discussed about many aspects of the urban development and to compare problems raised by the different partners. Khalid Al-Hnaifat, mayor of Tafilah (Grande Tafilah) (JO),has leaded the debate within the Committee moderated by Ivan Jakovčić, President of Istria Region (HR) and by Luc Van den Brande, President of  CIVEX Commission of CoR (BE). Moreover, Julia Jordan, representative of the French Presidency of European Union for the Mediterranean , Mr. Jean-Luois Ville, representative of European Commission, DG Europeiad, M. Joseph  Mifsud, President of euro-mediterranean University ( EMUNI ), Mrs Najat Rochdi, UNDP Geneve Office, Deputy Director of Policy, Communication, Mrs Pascale Chabrillat, Caisse des Dépôts, Mrs Jackie Church, for European Investment Bank.

The President Avanti in his intervention has presented to the numerous EU and extra EU local representatives the GEMM network – Governance Empowerment Mediterranean Model- stressing the challenges in common with Arlem and launching so an important cooperation and dialogue process with many of the attending Local Authorities.

GEMM Network, established the last 11th of June in Agadir (Morocco), is part of a Project funded by the European MEDPACT Programme and it is composed by local entities from 8 countries of the Southern and Middle-Eastern shores of the Mediterranean. During the meeting Giovanni Avanti was nominated to head the Presidency of the Network together with the Mayor of the Municipality of Agadir, Tariq Kabbage.

GEMM Network has the objective to promote the cooperation between Italy and Mediterranean countries, from Turkey to Morocco into the fields of sustainable mobility, valorisation of cultural heritage for the purpose of sustainable tourism and economic recovery.
